Tamil Nadu Chief Minister M.K. Stalin has rolled out a govt. sponsored laptop scheme named "Ulagam Ungal Kaiyil" targeted at final year students from government colleges. Here is what we think about it. No, it's not about the labels & stickers.

Back in 2011, when the idea of government sponsored free laptop was introduced for the first time in Tamil Nadu, ELCOT (ELectronics Corporation Of Tamilnadu) floated a set of technical specifications (software & hardware requirements).

FSFTN welcomed the state government's move as an important step towards 'bridging the Digital Divide'. However, our executive committee members met the minister of Information Technology and submitted our concerns regarding the exclusion of Free and Open Source (FOSS) operating system & tools. We highlighted the long-term benefits of integrating GNU/Linux operating system & the open knowledge opportunities the FOSS ecosystem provides to students.

Our Concerns - 2011

1. BOSS GNU/Linux, a closed & proprietary GNU/Linux distribution maintained by C-DAC(NRCFOSS), was included in the specifications and came pre-installed along with Windows OS in all the laptops.
2. However, the support for BOSS was very poor. There were multiple hardware driver related issues (WiFi, Trackpad, etc,) and students didn't have a support center to fix them. Hence they had to rely on volunteer/community support online. Read the comments in this post
3. On top of that, BOSS GNU/Linux lacked a modern Desktop Environment and did not appeal much to students. These were some of the short-comings.

Our Concerns - 2026

A decade and five years later, today, the government sponsored laptop scheme is back again with a renewed set of technical specs. We have learned from the press, that a total of 20 lakh laptops will be distributed in phases and a budget of Rs.2000 crore has been allocated in the first phase to distribute 10 lakh laptops.

On Operating System

The laptop comes with dual operating system. Windows 11 and BOSS GNU/Linux.

1. All our concerns from 2011 on BOSS Linux still remain, mainly our reservation against it being a proprietary closed-source GNU/Linux distribution.
2. Instead, Department of Higher Education can invest minimal resources to create and maintain a FOSS GNU/Linux distribution of it's own containing Education related & Tamil computing tools similar to how Govt. of Kerala, through KITE initiative maintains their own GNU/Linux distro. FSFTN will be happy to guide such a processes.
3. We hope, this time, all the different hardware from ACER, DELL and HP are tested thoroughly with BOSS Linux for hardware related issues and the laptop's boot-loader is not locked. An unlocked boot-loader gives students the choice of installing a different modern GNU/Linux operating system, if they wish to.
4. The freedom in computing starts with ability to change the fundamental operating system of a machine and definitely not with a closed/proprietary OS in education. Students are not mere users or consumers of technology, they are future practitioners. A practitioner cannot learn from a opaque black-box proprietary system.

On Hardware

The laptop is equipped with either Intel's i3 series (or) AMD's Ryzen 3 series processor, 8GB RAM and 256GB SSD storage. ACER, DELL & HP have bagged the tender to manufacture the laptops at the cost of approx Rs.18,500/-  to Rs.21,000/-

1. Karnataka state electronics development corporation, KEONICS developed and launched, KEO, a low-cost AI ready mini PC at Bengaluru Tech Summit (BTS) at an cost of Rs.18,999/-, last year.
2. The development of KEO is a significant milestone in achieving technology sovereignty because, it is powered by a RISC-V processor which provides open instruction set instead of proprietary instruction sets (x86/ARM) that comes with Intel and AMD processors. By choosing this, the agency can save money on licensing costs & not locked-in to a particular vendor.
3. KEONICS also procured the required electronic components directly from Taiwan and assembled this device.
4. We ask, why ELCOT did not take this approach? This approach, not only saves cost, but also breaks dependency on licensed technologies from foreign companies, thus a step forward in achieving technology sovereignty.
5. The three state agencies of Tamil Nadu (ELCOT, TNeGA), Kerala (KITE) and Karnataka (KEONICS) can collaborate on such a project, scale it to larger level and mutually benefit from each other which will also stand as a good example of federal cooperativeness.
6. The keyboard in the new laptops are missing Tamil letters in it. The previous laptops had it. Having Tamil letters in keyboard will encourage students to learn to type in Tamil as well.

On Software

1. All students get a 6 month free subscription to the AI platform 'Perplexity Pro'. We ask, On what basis Perplexity Pro is chosen and what happens after 6 month, when the subscription ends?
2. Again, we would like to highlight an initiative by KEONICS. They are building an offline-first AI chat-bot/agent, BUDDH, which is trained on Karnataka State education syllabus textbooks. This will be pre-installed in the KEO PCs and will be available to school students even without Internet. Why ELCOT & Department of Education did not think about this?
3. Government, instead of promoting a commercial proprietary black box tech platform, like Perplexity, to expand their market (which is not government's duty), should basically build a open-hardware based PC, equip it with a better processor to run off-the-shelf, open-weight AI models locally using FOSS LLM tools like Ollama, LocalAI, etc.
4. This way, the students can tinker with AI models without losing their privacy and access to Internet shouldn't be a barrier to learning AI in first place.
5. Students shouldn't be seen as mere consumers of black-box technology, instead they should be equipped with transparent technology & tools like FOSS which they can use, study how it works, modify & improve upon to actually gain knowledge required for practice. This definitely improves their employability skills.

Summary

The state apparatus has two approaches before it.

1. One is to spend the public money on opaque black-box proprietary technology and be dependent on external players for long time.
2. The other is to spend the public money on transparent FOSS technology, which is good for students and the autonomy of the state in the long run as it promotes technology sovereignty.

"Where there is a will, there is a way"

Will the Government of Tamil Nadu listen and change their approach for phase-2 laptops? Let's voice out.

சோஹோ (ZOHO) நிறுவனம் உருவாக்கிய அரட்டை (Arattai) செயலி வாட்சப் (WhatsApp) செயலிக்கு சரியான மாற்றா?

இது முழுவதும் உள்நாட்டு தயாரிப்பு, சர்வர்கள் இந்தியாவில் உள்ளது எனவே இதனை அனைத்து இந்தியர்களும் பயன்படுத்த வேண்டும் என்று சமூக வலைதளங்களில் பிரச்சாரம் செய்யப்படுகிறது. அது மட்டுமே ஒரு சரியான மாற்று காரணியாக இருந்துவிட முடியுமா? அரட்டை ஏன் ஒரு சரியான மாற்று இல்லை என்ற காரணங்களை பார்ப்போம்.

முதல் காரணம்: அரட்டை செயலியில் E2E (End-to-End) Encryption எனப்படும் பாதுகாப்பு முறை அமல்படுத்தவில்லை. இதன் பொருள், நாம் பரிமாறிக்கொள்ளும் செய்திகள் வெளிப்படையாக கடத்தப்படுகிறது. அதாவது இரண்டு நபர்கள் என்ன தகவல்களை பரிமாறிக் கொள்கிறார்கள் என்பதை இடையில் உள்ள சோஹோ நிறுவனம் சேமித்து கண்காக்கிறது. நாளை அரட்டையின் சர்வர்களுக்குள் சமூக விரோதிகள் புகுந்தால் நம் அனைவரின் தரவுகளும் அவர்கள் கையில். வாட்சப் மற்றும் சிக்னல் செயலிகளில் E2E பாதுகாப்பு முறை அமலில் உள்ளது. டெலிகிராமில் தேர்வு செய்தாலே ஒழிய இப்பாதுகாப்பு முறை அமலில் இருக்காது.

இரண்டாவது காரணம்: அரட்டை செயலி, வாட்சப் செயலியைப் போலவே ஒரு கருப்புப் பெட்டி. அதாவது, இச்செயலியின் உள்ளே என்ன இருக்கிறது, எப்படி செயல்படுகிறது என்று அந்நிறுவனத்தை தவிர வேறும் யாருக்கும் தெரியாது. இதன் பொருள், நாளையே இதில் E2E பாதுகாப்பு முறை அமல்படுத்தப் பட்டது என்று அவர்கள் தெரிவிதால், அதை கண்மூடித்தனமாக நம்புவதைத் தவிர நமக்கு வேறு வழியில்லை. இது ஆபத்தானது. சிக்னல் செயலி அதுபோல் இல்லை, அது கட்டற்ற மென்பொருள் வகையைச் சேர்ந்தது. கண்ணாடிப் பெட்டியைப் போன்றது, எனவே அதன் நிரலை யாவரும் கண்டறியலாம். டெலிகிராம் பாதி கருப்புப் பெட்டி (சர்வர்), பாதி கண்ணாடிப் பெட்டி (செயலி).

மூன்றாவது காரணம்: வாட்சப், டெலிகிராம், சிக்னல் செயலிகளைப் போலவே, அரட்டை செயலியும் ஒற்றை நிறுவனத்தின் கட்டுப்பாடில் இயங்கக் கூடிய சேவை. இதன் பொருள், இதனை பயன்படுத்தும் அனைவரும் அந்நிறுவனங்களின் சர்வர்களை மட்டுமே எப்போதும் சார்ந்திருக்கும் படி உள்ளது. சர்வர்களை கட்டுப்படுத்துவதன் மூலம் அனைத்து அதிகாரத்தையும் அவர்களிடம் குவித்துக் கொள்ளும் போக்கு உருவாகிறது.

நான்காவது காரணம்: அரட்டை சேவையின் பயனர் தரவுகள் குறித்த தனியுரிமைக் கொள்கை சார்ந்தது. "அரசு எங்களிடம் ஒருவரைப் பற்றி தகவல் கேட்டால் சட்டங்களுக்கு உட்பட்டு நாங்கள் அதனை உடனே அவர்களுக்கு வழங்கிவிடுவோம்" என்று கூறுகிறது. சட்டத்திற்கு உட்படுவது சரியானதாக தோன்றலாம், ஆனால் இது போன்ற சட்டங்கள் மூலமாகத் தான் கருத்துச் சுதந்திரம் பறிக்கப்படுகிறது. இச்சட்டங்கள் ஜனநாயகத்திற்கு கேடானவை.

பயனர்களின் தனியுரிமையை முன்னிலைப் படுத்தாமல், அடிபணிவது ஆரோக்கியமான போக்கல்ல. ஒன்றிய அரசு, வாட்சப் சேவையையும் இதே நெருக்கடிக்கு தள்ளிய போது, மெட்டா நிறுவனம் இதனை எதிர்த்து டெல்லி நீதிமன்றத்தில் வழக்கு தொடுத்தது. அரசின் இந்த போக்கு மக்களுக்கு அரசியல் சாசனம் வழங்கியுள்ள அடிப்படை உரிமைகளுக்கு எதிரானது என்று வாதிடுகிறது.

சிக்னல் செயலியை பொருத்த வரை, அரசு ஒரு பயனரின் தகவலை கேட்டு நிர்பந்தித்தால், அவர்களிடம் உங்கள் பயனர் பெயர் மற்றும் கைபேசி எண்னைத் தவிர கொடுக்க ஒன்றும் இருக்காது. ஆனால் வாட்சப், டெலிகிராம் மற்றும் அரட்டை அப்படியல்ல, அது ஒரு கருப்பு பெட்டி என்பதால் அவர்கள் கூறும் அனைத்தையும் அப்படியே நம்ப முடியாது.

ஒருவேளை, பயனர்கள் என்ன பேசிக் கொள்கிறார்கள் என்று நாங்கள் தொடர்ந்து கண்காணிக்க வேண்டும் எனவே E2E பாதுகாப்பு முறையை உடைக்க வேண்டும் என்று எங்களுக்கு அரசு அழுத்தம் கொடுத்தால், பயனர்களை காட்டிக் கொடுப்பத்தற்கு பதிலாக எங்கள் சேவையை அந்நாடிலிருந்து திரும்பெறுவதே மேல் என்ற முடிவெடுப்போம் என சிக்னலின் தலைவர் மெரிடித் கூறுகிறார்.

இதையெல்லாம் சோஹோ நிறுவனம் செய்யுமா?

1. அரட்டை செயலியை கருப்புப் பெட்டியிலிருந்து கண்ணாடிப் பெட்டியாக அந்நிறுவனம் மாற்றுமா?
2. சமூக விரோதிகளிடமிருந்தும், அரசின் கொடுங் கண்காணிப்பிலிருந்தும் பயனர்களின், அதாவது, இந்திய மக்களின், ஜனநாயக உரிமைகளை பாதுகாக்குமா அல்லது காவுகொடுக்குமா?
3. இவர்களின் சர்வர்களை மட்டுமே சார்ந்திருக்கும் நிலையை மாற்றுமா? பயனர்கள் விருப்பப் பட்டால் தங்களுக்கான சர்வர்களை தாங்களே இயக்கிக் கொள்ள வழிவகை செய்யுமா?

இதையெல்லாம் செய்யுமென்றால், அரட்டை ஒரு சிறந்த, சுதந்திரமான சுயசார்ப்பு கொண்ட மாற்று எனலாம். அதுவரை அரட்டை வேண்டாம்.

அரட்டை, டெலிகிராம் மற்றும் வாட்சப்பை விட, இன்று சிக்னல் பாதுகாப்பனது, வெளிப்படையானது, நம்பகத்தன்மைக் கொண்டது.

காரணங்களை சீர்தூக்கி பார்த்து, நீங்கள் தான் முடிவு செய்ய வேண்டும்.

சட்டங்கள் குறித்து

எத்தனை புதிய செயலிகள் வந்தாலும், அதில் எது பாதுகாப்பனது, தனியுரிமைக் கொண்டது என்று சல்லடையிட்டு தேர்ந்தெடுத்தாலும், இறுதியில் இறையாண்மைக் கொண்ட அரசு அனுமதித்தால் மட்டுமே அவை பயன்பாட்டில் இருக்கும். மற்றவை ஒன்று தடைசெய்யப்படும் அல்லது சட்டவிரோதம் என்றாகிவிடும்.

"சட்டங்கள் என்பதாலேயே அவை சரியானவை என்று அர்த்தமில்லை, ஒரு மோசமான சட்டத்தை பின்பற்றுவதில் எவ்வித நீதியுமில்லை" - ஆரோன் ஸ்வார்ட்ஸ்

எனவே ஜனநாயக நாட்டில், ஜனநாயக உரிமைகளை பறிக்கும் எந்தச் சட்டமும் அநீதியான சட்டங்களே. இந்தியாவின் தகவல் தொழில்நுட்ப விதிகளின் (Information Technology Rules) அம்சங்கள் பத்திரிக்கைச் சுதந்திரம், கருத்துச் சுதந்திரத்திற்கு எதிராகவும், கொடுங் கண்காணிப்புக்கு (Mass Surveillance) வழிவகுக்கிறது [1][2][3]. அச்சட்டங்களை விமர்சிக்காமல், நாம் எத்தனை எத்தனை செயலிகளை மாற்றியும் பலனலிக்காது.

சமூக - பொருளாதார  அரசியல் பிரச்சனைகளுக்கு தீர்வை, தொழில்நுட்பம் மட்டுமே வழங்கிவிடாது. அது அரசின் கொள்கை முடிவு சார்ந்தது.

வரலாற்றில் பணம் பல்வேறு வடிவங்களில் மாறி வந்துள்ளது. செம்பு, பித்தலை, வெள்ளி, தங்கம் போன்ற உலோகங்களில் நாணயங்களாகவும், காகித தாள் வடிவிலும் தற்போது புழகத்தில் உள்ளது. மன்னர்கள் தங்கள் ஆட்சி சின்னம் பொறித்த நாணயங்களை வர்த்தகத்திற்கு வெளியிட்டது முதல் இன்று அனைத்து நாடுகளிலும் மத்திய வங்கிகள் (ரிசர்வ் வங்கி) பணத்தை அச்சிட்டு புழகத்திற்கு விடுகிறது.

மத்திய வங்கிகள் நேரடியாக பணத்தை பொதுமக்களுக்கு விநியோகிப்பது இல்லை. பொதுமக்களுக்கும் மத்திய வங்கிகளுக்கும் இடையில் இடைதரகர்களாக பொதுத்துறை மற்றும் தனியார் வங்கிகள் போன்ற நிதி நிறுவனங்கள் உள்ளன. இவர்கள் மூலம் தான் பணம் பொதுமக்களின் கைகளுக்கு வருகிறது.

அரசு வெளியிடும் பணத்தை நாம் எந்த தயக்கமுமின்றி வாங்கிக் கொள்கிறோம். ஏனெனில் இதில் அரசின் உறுதி இருக்கிறது. இந்த ரூபாயில் குறிப்பிட்டுள்ள பரிவர்த்தனை மதிப்பிற்கு ஈடான பொருட்களை இப்பணத்தைக் கொடுத்து சந்தையில் நாம் வாங்கிக்கொள்ளலாம். அரசு என்னும் கட்டமைப்பு எங்கும் காணாமல் போய்விடாது என்ற நம்பிக்கை இதில் உள்ளது. எனவே அனைவரும் அரசு வெளியிடும் பணத்தை தயக்கமில்லாமல் ஏற்றுக்கொள்கிறோம்.

ஆனால் நடைமுறையில் எந்தவொரு ரூபாய் நோட்டையும் ஒரே இரவில் செல்லாக் காசாக்க அரசால் முடியும் என்பதையும் நாம் பார்த்திருக்கிறோம்.

கடந்த நவம்பர் 2016ல் பிரதமர் தொலைக்காட்சியில் நேரலையில் தோன்றி 500 மற்றும் 1000 ரூபாய் காகித தாள்கள் செல்லாது என்று அறிவித்ததையும் அதன் பின் அதனை மாற்ற நீண்ட நெடிய வரிசையில் மக்கள் காத்துக்கிடந்ததும், இவ்வாறு காத்துக்கிடந்து நூற்றுக் கணக்கானோர் உயிரிழந்ததையும், ATM-களில் பணப் பற்றாக்குறை ஏற்பட்டதும் என மக்கள் அனுபவித்த துயரங்கள் சொல்லில் அடங்காதவை.

அடுத்து நாம் சம்பாதிக்கும் பணத்தை பாதுகாப்பாக சேமிப்பதற்காக நாம் வங்கிகளில் வைப்பு வைக்கிறோம். வங்கிகள் இதில் ஒரு பகுதியை கையிருப்பாக (reserve) ஒதுக்கி வைத்துவிட்டு, மீதத்தை வட்டிக்கு கடன்களாக வழங்கி அதிலிருந்து வரும் வரவில் மிகச் சிறிய பகுதியை சேமிப்பு கணக்கு வைத்திருப்பவர்களுக்கு பகிர்ந்தளித்துவிட்டு மீதத்தை வங்கி செயல்பாட்டு செலவு போக தங்களுடைய லாபமாக எடுத்துக்கொள்வார்கள்.

நாம் வங்கியில் போட்ட பணத்தை நமக்கு தேவை ஏற்படும்போது மீண்டும் எடுத்துக்கொள்ளலாம் என்ற வங்கியின் வாக்குறுதியை நம்பிதான் வங்கியை நாடுகிறோம். ஆனால் வங்கிகள் அவற்றை வட்டிக்கு விட்டு சம்பாதிக்கின்றன. கடன்களாக கொடுத்த பணம் திரும்பிவராவிட்டால்? வங்கிகளில் ஆயிரம் கோடிகளில் கடன்களை பெற்றுவிட்டு நாட்டைவிட்டு ஓடிய விஜய் மல்லையா, நீரவ் மோடி போன்றவர்களையும் நாம் பார்த்திருக்கிறோம்.

"எனவே பணத்தை அரசு, வங்கிகள் மற்றும் நிதி நிறுவனங்களின் கட்டுப்பாட்டிலிருந்து விடுவிப்பதே எனது நோக்கம். அதற்கு மாற்றாக உருவாக்கப்பட்டது தான் இந்த பிட்காயின் என்னும் க்ரிப்டோ நாணயம்" என 2009-ல் பிட்காயினை துவக்கிவைத்து அறிவித்தார் சத்தோஷி நாக்கமோட்டோ. சத்தோஷி ஒரு ஜப்பானிய புனைப்பெயர். இந்த பெயருக்கு பின்னால் யார் இருக்கிறார்கள் என்று தெரியவில்லை.

க்ரிப்டோ நாணயத்தில் உள்ள க்ரிப்டோ எனும் வார்த்தை ஒரு தகவலை படித்தாலும் புரியாத ஒரு வடிவத்திற்கு மாற்றும் ஒரு அறிவியல் முறையான க்ரிப்டோக்ராஃபியை (cryptography) குறிக்கிறது. அனுப்புவோருக்கும், பெற்றுக்கொள்பவர்களுக்கு மட்டுமே புரியும்.

இரண்டு நபர்களுக்குள் ஒரு பணப்பரிவர்த்தனை நடக்கிறது என்றால், அதில் யாராவது ஒருவர் ஏமாற்றக் கூடும். கொடுக்காத பணத்தை கொடுத்துவிட்டதாக ஒருவரும், பெற்ற பணத்தை பெறவில்லை என்று மற்றொருவரும் கூறக்கூடும். இதை தவிர்க்கவே இடையில் வங்கிகள் ஒவ்வொருவரின் கணக்கிலும் வரவு செலவு கணக்கை லெட்ஜர் என்னும் வடிவில் பராமரிக்கிறது. இருவரில் யாரேனும் ஒருவர் ஏமாற்றினாலும் வங்கிகளின் இந்த லெட்ஜர் காட்டிக்கொடுத்துவிடும்.

வங்கிகள் போன்ற இடைதரகர்கள் இல்லையென்றால் பிட்காயின் போன்ற க்ரிப்டோ நாணயத்தில் இந்த லெட்ஜரை யார் பராமரிப்பார்கள்? இதுபோன்ற தவறுகளை எப்படி தவிர்ப்பது என்ற கேள்விக்கான பதிலே சத்தோஷி நாக்கமோட்டோவின் பரவலாக்கப்பட்ட லெட்ஜர் (Distributed Ledger) தொழில்நுட்பம். மனிதர்களையும், நிறுவனங்களையும் தூக்கி எறிந்துவிட்டு அவ்விடத்தில் இணையம் வாயிலாக ஒருங்கிணைந்து செயல்படும் பல்வேறு கணினிகள் மூலம் இப்பிரச்சனையை தீர்க்க முடியும் என்று அவர் முன்மொழிந்து பயன்பாட்டிற்கு கொண்டுவந்ததே இந்த "ப்ளாக்செயின்" (Blockchain) எனப்படும் இந்த தகவல் தொடர் சங்கிலி. க்ரிப்டோ நாணயங்களில் பரவலாக்கப்பட்ட லெட்ஜ்ர் என்று நாம் கூறும்போது ப்ளாக்செயினை தான் நாம் கூறுகிறோம்.

க்ரிப்டோ நாணயம் என்பது உலோகத்தாலோ, காகிதத்தாலோ உருவாகும் நாணயமல்ல. அதை தொட்டு உணரமுடியாது. கணினியிலோ, கைபேசியிலோ சேமிக்கப்படும் ஒரு எண் அவ்வளவே. இந்த ப்ளாக்செயின் இணையத்தில் யார் வேண்டுமானாலும் ஒரு பிட்காயினை உருவாக்க முடியும். ஆனால் அதற்கு தீவிர ஆற்றல் கொண்ட கணினிகள் வேண்டும். ஒரு க்ரிப்டோ நாணயத்தை உருவாக்க நடக்கும் இந்த முயற்சியின் பெயர் தான் மைனிங்க் (mining), அதாவது தோண்டுதல்.

பிட்காயினின் ப்ளாக்செயினை துவக்கிவிட்ட சத்தோஷி 50 பிட்காயின்களை உருவாக்கினார். இந்த ப்ளாக்செயினில் நடக்கும் ஒவ்வொரு பரிவர்த்தனையையும் பங்குபெறும் எந்தக் கணினி சரிபார்க்கிறதோ அவர்களுக்கு சன்மானமாக ஒரு பிட்காயின் கிடைக்கும். இதுதான் பிட்காயினின் மைனிங்க். மொத்தமாக 2 கோடியே 10 லட்சம் பிட்காயின்கள் தான் உருவாக்க முடியும் என அதன் துவக்கத்திலேயே அதன் மென்பொருள் நிரலில் நிர்ணயம் செய்துவிட்டார் சத்தோஷி. இக்கட்டுரை எழுதப்படும் நாள் வரை மொத்தம் 1 கோடியே 89 லட்சம் பிட்காயின்கள் உருவாக்கப்பட்டுவிட்டன.

பிட்காயின் போன்றொரு திட்டம் சமூகத்தில் வேர்விட்டு வளரவேண்டுமென்றால் அதன் அறிவியல் தொழில்நுட்பம் அனைத்தும் அனைவருக்கும் கிடைக்கும்படி இருக்க வேண்டும். எனவே இவை அனைத்தும் கட்டற்ற மென்பொருளாகவே வெளியிடப்பட்டது. சத்தோஷி நினைத்தாற்போல் அது பல்வேறு நாடுகளில் வசிக்கும் மக்களிடையே வேகமாக பரவத் தொடங்கியது. ஆனால் அவர் எதிர்பார்த்த நோக்கத்திற்காக அல்ல மாறாக அதற்கு எதிரான திசையில்.

அவரது நோக்கம் என்ன என்பதை ஒருமுறை சுருக்கமாக பார்த்துவிடுவோம்.

1. அரசு மற்றும் நிதி நிறுவனங்களின் கட்டுபாடற்ற ஒரு மாற்று நாணயம் புழகத்திற்கு வரவேண்டும்.
2. இடைதரகர்களை நீக்கிவிட்டு மக்கள் தங்களுக்குள் பரிவரத்தனை மேற்கொள்ள வேண்டும்.
3. இதில் பங்குபெறுபவர்களின் அடையாளங்கள் யாருக்கும் தெரியாது.

இந்த நோக்கங்கள் எவ்வாறு நிறைவேறவில்லை என்று பார்ப்போம்.

இன்று பிட்காயின் போன்ற க்ரிப்டோ நாணயத்தை வைத்திருப்பவர்கள், அதை வைத்து என்ன செய்து கொண்டிருக்கிறார்கள்? பணத்தை யாரும் பதுக்கி வைத்துக்கொள்ள மாட்டோம் தானே? அதாவது உங்களிடம் 1 ரூபாய் இருந்தால் அதை பதுக்கிவைத்து என்ன பயன்? நாளையும் அது 1 ரூபாய் தான் நாளை மறுநாளும் அது 1 ரூபாய் தான், எனவே தேவைக்கு செலவு செய்வோம். பொருட்கள் அல்லது சேவைகளை பெற பணத்தை பரிவத்தனை செய்துக்கொள்வோம். ஆனால் பிட்காயின் போன்ற நாணயங்களை வைத்திருப்பவர்கள் அதை செலவு செய்வதில்லை மாறாக அதனை அப்படியே வைத்து காத்திருந்து அந்த நாணயத்தை வேறு ஒருவருக்கு விற்றுவிடுகிறார்கள். ஆம், இது பணமாக பயன்படுத்தப்படுவதை விட ஒரு தங்கம், வைரம் போன்ற ஒரு சொத்தாக பார்க்கப்படுகிறது.

இன்றைய நிலவரப்படி ஒரு பிட்காயின் என்பது இந்திய ரூபாய் மதிப்பில் 29 லட்சம். இரண்டு வாரங்களுக்கு முன்னால் 32 லட்சமாக இருந்தது. இப்போது புரிகிறதா பிட்காயின் போன்ற நாணயங்கள் பங்கு சந்தையில் பங்குகளை வாங்கி விற்று லாபம் பார்ப்பது போல பயன்படுத்தப்படுகிறது. பங்குச் சந்தையிலாவது சமூகத்திற்கு தேவைப்படும் பொருட்களை/சேவைகளை வழங்கும் நிறுவனங்களில் பங்குகள் கைமாறுகின்றன. க்ரிப்டோ நாணய சந்தையில் அதுகூட எதுவும் கிடையாது. இது கைமாறிக்கொண்டே இருக்கும் ஒருநாள் இது மதிப்பற்று போகும், அப்படியாகும் போது யாரிடம் பிட்காயின் உள்ளதோ அவர்களின் நிலை பரிதாபத்திற்குறியது.

சில நாடுகள் பிட்காயின் போன்ற க்ரிப்டோ நாணயங்களை முற்றிலுமாக தடைசெய்துள்ளன. சில நாடுகளில் இவற்றின் பயன்பாடு அரசின் வரைமுறைக்கு கீழே கொண்டு வரப்பட்டுள்ளன. உதாரணத்திற்கு சமீபத்தில் இந்திய ஒன்றிய அரசு க்ரிப்டோ நாணையங்களை வாங்கி விற்று லாபம் பார்ப்பவர்களுக்கு லாபத்தில் 30% வரி விதித்துள்ளது. இந்திய ரிசர்வ் வங்கியும் இதனை தொடர்ந்து தடைசெய்ய வலியுறுத்தி வருவதும் குறிப்பிடத்தக்கது.

எனவே முதல் நோக்கமான மாற்று நாணையம் தோல்வியடைந்திருக்கிறது. பணத்தின் மீதான தங்கள் அதிகாரத்தை எந்த அரசும் இழக்க விரும்பாது. எனவே அரசை மீறி ஒரு நாட்டில் அவ்வளவு எளிதாக ஒரு மாற்று நாணையம் புழக்கத்திற்கு வந்துவிடாது. இதை மிக நன்றாகவே சத்தோஷி அறிந்திருப்பார்.

இரண்டாவது நோக்கத்திற்கு வருவோம். 1 பிட்காயின் இன்று 29 லட்சம் என்றே வைத்துக்கொள்வோம், இதை வைத்திருப்பவர்கள் யாரிடமிருந்து 29 லட்சத்தை பெற்றுக்கொள்வார்கள்? இங்கு தான் அனைத்து நாடுகளிலும் இடைத்தரகர்கள் தோன்றிவிட்டார்கள். க்ரிப்டோ நாணையத்தை பெற்றுக்கொண்டு அதற்கு ஈடான பணத்தைக் கொடுக்கும் க்ரிப்டோ பரிமாற்றங்கள் (crypto exchanges) உருவாகி செயல்படுகின்றன.

இவ்வாறு செயல்படும் பல பரிமாற்ற நிறுவனங்கள் இதில் பங்குபெறுவோரின் தகவல்களை பெற்றுக்கொண்டே பங்குபெற அனுமதிக்கிறார்கள், அதுமட்டுமல்ல பங்குபெறுவோரின் வாலட் (wallet) இந்நிறுவனங்களின் கட்டுப்பாட்டில் உள்ளது. இதை நிச்சயம் சத்தோஷி ஏற்றுக்கொள்ளமாட்டார். எப்படி வங்கிகள் ஒருவரின் வங்கிக் கணக்கை முடக்கமுடியுமோ அதுபோல் இந்த இடைதரக நிறுவங்களும் ஒருவரின் வாலட்டை முடக்க முடியும்.

எனவே சத்தோஷியின் இரண்டாவது மற்றும் மூன்றாவது நோக்கங்கங்களும் தோல்வியுற்றதாக நான் கருதுகிறேன். பிட்காயின் மட்டுமே க்ரிப்டோ நாணையம் கிடையாது. இதைப்போல் ஆயிரம் க்ரிப்டோ நாணயங்கள் புழக்கத்தில் உள்ளன. ஒவ்வொன்றின் நோக்கமும் வெவ்வேறாக இருக்கிறது. உதாரணத்திற்கு "ரிப்பிள்" என்னும் க்ரிப்டோ நாணயத்தை எடுத்துக்கொண்டால் அதை உருவாக்குபவர்கள் அதனை சர்வதேச பணபரிமாற்றத்திறாக பயன்படுத்தக்கூடிய ஒரு பரவலாக்கப்பட்ட லெட்ஜராக உபயோகிப்பதையே நோக்கமாக கொண்டுள்ளது. எனவே அதன் மதிப்பு கிட்டத்தட்ட 1 டாலரின் மதிப்பிற்கு ஈடாக இருக்கிறது.

இதுபோல் ஈத்ரியம், சொலேனா என அடுக்கிக்கொண்டே போகலாம். எதுவாயினும் சத்தோஷியின் அடிப்படை நோக்கங்கள் தோல்வியில் முடிவடைந்ததாக நான் தற்போது கருதுகிறேன். அரசுகள் மற்றும் வங்கிகள் க்ரிப்டோ நாணயங்களை ஏற்றுக் கொள்ளாவிட்டாலும் அதன் முதுகெலும்பான ப்ளாக்செயின் தொழில்நுட்பம் மீது பேரார்வம் கொண்டுள்ளது.

எந்த அரசை இல்லாமல் செய்யவேண்டும் என்று சத்தோஷி விரும்பினாரோ அதே அரசுகளும், நிறுவனங்களும் தற்போது ப்ளாக்செயினை தங்கள் கட்டுப்பாட்டில் வைத்து இயக்கக்கூடிய ஒன்றாக மாற்ற முயற்சிகள் எடுத்துக்கொண்டிருக்கின்றன. தமிழக அரசு முதல் சர்வதேச நிதி ஆணையம் வரை எவ்வாறு ப்ளாக்செயினை பயன்படுத்த விரும்புகிறார்கள் என்று அடுத்த பதிவில் பார்ப்போம்.

தமிழ்நாடு அரசு கடந்த சனிக்கிழமை (19.9.2020) செயற்கை நுண்ணறிவு சார்ந்த ஒரு கொள்கையை, “தமிழ்நாடு பாதுகாப்பு மற்றும் நெறிமுறை சார்ந்த செயற்கை நுண்ணறிவு கொள்கை 2020” என்ற தலைப்பில் வெளியிட்டது.

இக்கொள்கை ஆவணத்தின் மீது தமிழ்நாடு கட்டற்ற மென்பொருள் அறக்கட்டளையின் நிர்வாகிகள் கடந்த திங்கட்கிழமையன்று தங்கள் கருத்துக்களை முன்வைத்தனர். அவை கீழ்வருமாறு.

வேகமாக வளர்ந்துவரும் செயற்கை நுண்ணறிவு துறையில் கவனம் செலுத்தி அதனை ஆக்கப்பூர்வமான முறையிலும், பாதுகாப்பான முறையிலும் வளர்த்தெடுக்க தமிழக அரசின் இந்த முன்னெடுப்பை நாம் முதலில் பாராட்டுகிறோம்.

செயற்கை நுண்ணறிவு என்றால் மனிதர்களின் நேரடி தினசரி தலையீடில்லாமல் தானாக பலவற்றை கற்றுணர்ந்து முடிவெடுக்கும் திறன் கொண்ட இயந்திரங்களை அதனை இயக்கும் மென்பொருட்களை இன்று குறிக்கிறது. இதனை அரசு மக்களுக்கு வழங்கும் இ-சேவைகளில் பயன்படுத்த திட்டமிட்டுள்ளது.

இதுபோன்ற மென்பொருட்கள் திரைக்குப்பின் எப்படி வேலைசெய்கிறது, எப்படி முடிவுகளை எடுக்கிறது போன்ற விவரங்கள் வெளிப்படையாக இருக்க வேண்டும், வடிவமைக்கும் போது அனைத்து விதமான முன்முடிவுகளிலிருந்தும் விடுபட்டு பல்வேறு சமூக காரணிகளை கணக்கில் எடுத்துக்கொள்ள வேண்டும் போன்றவற்றை இக்கொள்கை சரியாகவே வலியுறுத்துகிறது.

அவை செயல்படும் வழிமுறைகள் (algorithms) வெளிப்படையாக இருப்பதோடு, அவற்றை உருவாக்கப் பயன்படுத்தப்படும் கணினி நிரல்களும் வெளிப்படையாக ஓர் கட்டற்ற (அல்லது) திறந்த மூல மென்பொருள் உரிமங்களின் (FOSS Licenses) கீழ் வெளியிட வேண்டுமென்று நாம் வலியுறுத்துகிறோம்.

அரசு பொதுமக்களுக்கு வழங்கும் சேவைகளில் முக்கிய முடிவுகளை இந்த செயற்கை நுண்ணறிவு மென்பொருட்கள் எடுக்குமேயானால், அவற்றின் இயக்கம் குறித்து எந்தவித ஐயம் ஏற்பட்டாமல் இருக்க அவற்றை கட்டற்ற மென்பொருளாக வெளியிடுவது அவசியம்.

செயற்கை நுண்ணறிவு மாதிரிகளை அமல்படுத்தப்படுவதில் ஏதேனும் தவறு இருந்தாலோ, பிழைகள் இருந்தாலோ கட்டற்ற மென்பொருளாக இருக்கும் பட்சத்தில் எங்களைப்போன்ற பல தன்னார்வ அமைப்புகள் அவற்றை சுட்டிக்காட்டி அதன் மூலம் பொது மக்களுக்கு வழங்கும் சேவைகளை மேம்படுத்தவும் இது வழிவகுக்கும்.

பொறிக்கற்றல் (Machine Learning) என்ற வழிமுறையே இன்று பொரும்பாளான செயற்கை நுண்ணறிவு மென்பொருட்களை உருவாக்கும் வழிமுறையாக உள்ளது. இவ்வழிமுறைக்கு தொடர்ந்து தகவல் மற்றும் தரவுகளை தீணிப்போட்டுக் கொண்டே இருக்கவேண்டும்.

அப்படியெனில், மக்களின் மீதான தனிப்பட்ட தகவல்கள் பெருமளவு திரட்டப்படுமா? இவ்வாறு சேமிக்கப்படும் தகவல்கள் அரசாலும், காவல்துறையாலும் மக்களுக்கெதிராகவும், மக்களை கண்கானிப்பு செய்யவும் பயன்படுத்தப்படுமா? போன்ற கேள்விகளை இக்கொள்கை தெளிவாக பேசவில்லை.

செயற்கை நுண்ணறிவு மென்பொருட்களை பொதுப் பயன்பாட்டிற்கு கொண்டுவரப்படும் முன்னர் அதனை பல்வேறு சமூக காரணிகளைக் கொண்டு பரிசோத்தித்து, மதிப்பீடு செய்ய TAM-DEF மற்றும் DEEP-MAX போன்ற சட்டகங்களை இக்கொள்கை முன்மொழிகிறது. அவ்வாறு செய்யப்படும் மதிப்பீடுகளை யாரும் மாற்றியமைக்காமல் இருக்க அதனை Blockchain trust network எனப்படும் ஒரு நம்பிக்கை இணையத்தில் பதிவேற்றப்படும் எனவும் குறிப்பிடப்பட்டுள்ளது.

இம்முயற்சிகளை நாம் பாராட்டுகிறோம். அதே சமயம், Blockchain-ல் உள்ள proof-of-work எனப்படும் வழிமுறைக்கு அதீத கணக்கிடும் சக்தியும் (computing power), அதீத மின்சாரமும் தேவைப்படும் என்பதை இத்துறையில் பணிபுரியும் அனைவரும் அறிந்ததே! இவற்றால் வெளியிடப்படும் கார்ப்பன் (carbon footprint) அளவுகள் குறித்து, சுற்றுச்சூழல் பாதுகாப்பு குறித்து ஏதேனும் விவாதிக்கப்பட்டதா என்று தெரியவில்லை. Blockchain போல் அதீத மின்சாரத்தை உரியாத, அதீத கணக்கிடும் சக்தி தேவைப்படாத குறைந்த கார்ப்பன் வெளியீட்டில் இயங்கும் பிற வழிமுறைகள் குறித்து விவாதிக்கப்பட்டதா என்பதும் தெரியவில்லை.

ஒட்டுமொத்தத்தில், நாம் அரசின் இந்த முன்னெடுப்பை பாராட்டும் அதே நேரத்தில் மனித மாண்புகளுக்கும், சமத்துவத்திற்கும் அதே நேரத்தில் சுற்றுசூழலுக்கும் பாதிப்பை ஏற்படுத்தாத வரையில் தமிழ்நாடு கட்டற்ற மென்பொருள் அறக்கட்டளை இச்செயல்பாடுகளை ஆதரிக்கிறது.

On Saturday (19.9.2020), the Tamilnadu state government had released a policy document on Artificial Intelligence titled "Safe & Ethical Artificial Intelligence Policy 2020".

The office bearers of Free Software Foundation Tamil Nadu (FSFTN) had a discussion on the document on Monday afternoon (21.9.2020).

Appreciation

First, we would like to appreciate the initiative taken by the state government to come up with a policy to regulate the development, auditing and deployment of Artificial Intelligent systems in the public sphere.

The policy highlights the dangers of unethical and poorly designed AI models that doesn't consider various social indicators. The policy makers have also come up with a framework called TAM-DEF which emphasizes Transparency, Auditing, Accountability, protection against Misuse, Digital divide / data Deficit, Ethical usage, Fairness and equity of the algorithmic models.

Data and Algorithms are center to understand how a particular system arrives to a decision. Hence, both of them carry huge significance in Artificially Intelligent systems. The policy has rightly pointed out that any machine learning algorithm that is being developed and deployed cannot be a black-box.

At the same time, FSFTN demands that, not just the algorithms, the actual implementation of those algorithms which are to be deployed in e-governance services must be made available for public audition under one of the FOSS licenses.

This ensures that various FOSS communities, Citizen Science groups and civil society bodies can audit the source code, identify faults or bugs with the implementation and could also help improve the software to serve the public better.

Evaluation Algorithms

In order to satisfy the TAM-DEF parameters, the policy document puts forth a 7 metric scorecard called DEEP-MAX, according to which all AI/ML system would undergo a phase of test run periodically and 7 parameters of DEEP-MAX will be given a binary score of either 0 when it fails the test and 1 when it passes the test. The scorecard will then be added to the Blockchain infrastructure setup by TNeGA so that they will be tamper-proof.

The policy document says all models will be fed with a standard set of test data to check against the 7 DEEP-MAX parameters, however there is no clarity on the correctness of the test data and the evaluation procedure itself. For example, what is the threshold criteria to determine, say, for example, the algorithm properly takes into account the social discrimination? Will the evaluation too will be left to algorithms? or will it be performed by humans?

Data Collection, Protection and Possibility of Mass Surveillance

Rolling out machine learning algorithms for public services means collecting more and more data about citizens. With a proper Data Protection law not in place yet in our country, what are the measures TN government would take legally to ensure data protection? There is no provision in the policy document that deals with mass surveillance with AI/ML systems. Will these systems be used by the State and Police to hunt down dissenters and protesters is not addressed.

Blockchain and Environmental Impact

The govt. has considered to use Blockchain to store the algorithm scorecard. It is a well known fact that Blockchain's proof-of-work requires high computing power and hence consuming more electricity. Have the policy makers considered the amount of Carbon footprint this will add to the environment? Have they considered any other tamper-proof mechanism to store the scorecard is not clear.

Conclusion

To sum up, FSFTN appreciates the initiative and supports only as long as the power of AI is harnessed for the public good while keeping it safe, ethically compatible with human values and environmental values.
